Three bases, one ferry pairing between Cebu and Bohol, and two domestic flights is the whole shape of it, which leaves the middle of the trip for the water rather than for check-in queues. The budget shown is a mid-range figure for sixteen days on the ground, excluding international flights.
Two things protect the route. The first is the buffer on day fourteen: cyclone season runs from roughly July to October, but crossings can be suspended in any month when the sea turns, and a spare day is cheaper than a rebooked ticket. The second is returning to Manila the day before you fly home. It costs a night in a hotel and it removes the only genuinely expensive failure this itinerary can produce.
